Based on the best practices of European cities, a functional program was developed, and three possible development scenarios were formulated, reflecting different levels of ambition. The first option proposed concentrating exclusively on sports functions. The second envisioned a multifunctional sports complex supplemented by various community and leisure spaces. The third and most ambitious scenario involved the integrated development of Klaipėda’s eastern part, encompassing not only the sports complex but also broader infrastructure improvements for the surrounding city area.

During creative workshops, the third and most ambitious scenario, which envisions the integrated development of the city district, received the most support. According to this plan, alongside the football stadium, entirely new public infrastructure would be developed: creating a wider street network, implementing additional public transport lines, ensuring convenient bicycle connections, and expanding the public space network. This comprehensive approach would allow Klaipėda to not only become a strong sports hub but also to comprehensively renew and revitalize the entire surrounding area.
