The Vilnius Combined Heat and Power Plant (TE-3), which had been in operation since 1984, finally ceased its unprofitable operations in 2022. This closure has opened up a vast industrial territory for conversion.

Currently, the territory is being cleaned and prepared for a phased redevelopment, with the first implementation steps to be based on creative solutions seeking to reuse existing buildings and industrial objects. The main ambition of the project is to activate this abandoned zone while preserving its authentic industrial character. The aim is to create the best possible conditions for the development of modern industry, logistics, and manufacturing facilities, maximizing the potential of the existing, strategically convenient transport and engineering infrastructure.

Based on this ambition and vision, three main potential scenarios for the territory’s activation have been formulated. The first option proposes the creation of an innovative industry and manufacturing park. The second scenario focuses on data center, logistics, and warehousing functions. The third alternative involves the development of a specialized industrial park, adapting the territory for specific manufacturing or technological needs.
